Based on my research, this is a good filing. Basically Zhang is informing the court of the details as to the lack of management by Dragon Capital's owners and the fact that attempts to reach the owners were unsuccessful.
I have not pulled up the actual filing document, but it is likely to include an update on another Zhang custodianship, as was requested by the court at the last hearing.
