The FCC stands for the Federal Communications Commission.
They regulate and set rules and guidelines for radio and TV stations. What they're call letters are going to be, how much wattage / power they are allowed to transmit their signals with, things like that.
They also settle disputes and unresolved issues through arbitration but also through the Commission itself if the issue or problem warrants it.
