I agree. On page 14 it says:

IV. The appropriate remedy for Plaintiffs’ consti-tutional claim is to set aside the Third Amendment.

I am still reading through it, but I haven't yet seen any claims or requests by the plaintiffs that any past FHFA actions other than the NWS should be set aside.
