The point is, Prescott TPD is an obvious screw-up, but Otellini just won't admit it.
That story is yet to fully come out. For all we know Intel found that strained silicon is giving a higher frequency yield curve than they expected, decided the device would ramp higher in frequency over its lifetime and this meant that OEMs had to plan for higher socket power. That fits the facts just as well as the massive leakage scenario so I wouldn't say anything is "obvious" at this point.
