I think the dollar amounts for the various awards follow the description of the awards instead of precede it (for example, see the first and last awards and the dollar amounts associated with them). I thus think the amount for FCEL is "DOE Funding: $3,000,000; Non-DOE Funding: $675,000; Total Value: $3,675,000" and is thus larger than "DOE Funding: $2,999,125; Non-DOE Funding: $88,044; Total Value: $3,087,169".
