Scam companies definitely file IND's. Biotech history is full of crummy companies who KNEW they were beating on a dead dog but gave themselves fat salaries and a whole lot of time to cash in. It's no different here. PMCB is NOT a good faith enterprise, in that they know, based on the history of CIAB and their capitalization, they CANNOT ever produce a successful product.
That is a scam, full of a bunch of sharks feeding a bunch of penny stock holding minnows for as long as possible. They get rich while shareholders all wait and wait and wait.
