Ok I am still waiting for corporate actions sent through an ETRADE broker an hour ago. I told them other brokers are allowing trading. Waiting for reply from the broker who said he would call me back.

DTC can't be selective who they allow to trade. It's the brokerage who needs to get on it and pursue the trading for their customers. We pay their bills!!

Spoke to TD they said the same thing. They don’t know when it will trade
