GEM can't sell it. Only Relief can sell it. And the revenue would go to Relief. I'm not sure I'm following how you think GEM could take/keep all 3 Billion by just having a majority stake.

If an offer is made to sell, and GEM owns the controlling vote, then it really does not matter what any of us think or which way we would vote. Their Vote being GEM’s vote would be the only think that matters.
