I realize what you are talking about. Kim needs the price to be where investors can invest. Some entities have a rule that they cannot buy anything below $5. $4 does not meet that investing criteria. The question was .....why would KBLB need to do a RS at any ratio greater than what will get the stock price to $4? My answer was simply because of in house rules, it did not have anything to do with the S-1a.
