I think as a Libertarian who actually was there on Day 1 when HERA was created in the SBC, HE UNDERSTANDS HIS JOB IS TO REHABILITATE HIS WARDS!

So, I think he also dislikes the GSES' "special status", with competitive advantages NOT available to other financial intermediaries. And I think he is determined to set them up as one of MULTIPLE MBS ISSUERS (per September 2019 WH/UST Plan) and hence the over capitalization, which as many comment letters have suggested WILL HAVE negative consequences!
