I wonder if you can recharge BEV's at non-peak hours too?

I think that you will find that most states can recharge BEVs off-peak, and off-peak power is even cheaper than hydrogen, and there is no need for the added infrastructure like Electrolysers and storage tanks and electric pumps at the dispensers.
