A preprint is a full draft of a research paper that is shared publicly before it has been peer reviewed.

A pre-print is comparable to a patent application in one way....it documents your work at a specific point in time.
Typically pre-print servers provide for comments/suggestions that can be incorporated into the paper prior to publication. I believe that there is typically a noticable window of time between preprint and peer review publication.

The question that leaves is whether that September date refers to the availability of the pre-print, the peer review publication or both.


Now, back to "Go RBL."
(One thing is virtually certain, the mystery RBL will be identified in September, NDA or not. Unless, of course, the publication and the preprint servers are to be unidentified as well, which seems pretty much impossible, not to mention self-defeating.)
