Not true Miami Gent. If you thoroughly believe it is true that Inovio was started by some guy named Avtar Dhillon then you should provide proof.

'Inovio was founded by David B. Weiner, a world renowned Emeritus Professor of Pathology and Laboratory Medicine at the University of Pennsylvania and Executive Vice President and Director, Vaccine & Immunotherapy at the Wistar Institute.'
