Yeah, except the so-called Secret Plan was supposed to happen via some spontaneous government reveal that all the dividends were held in some defacto escrow account, custodialized for eventual return to the GSEs. The lawsuits were considered to be useless, worthless "wastes of time" and of no import to shareholders.
If HERA is repealed, it will have been the lawsuits that turned the tide.
