Some decided to stay on board because they felt that was their best chance. Some decided to jump into lifeboats. But still, there were some who decided to just wade in the water next to the boat. They just sat there and yelled at everyone who was still on a boat. The people on the boat kept yelling back "Just get on a lifeboat then!" They refused and just sat there because they had nothing better to do with their lives. Airys and HOG aren't in a lifeboat. They are on the ship because they believe it has a chance of not sinking.
