Actually I agree - lenders like LPC who take risk go with warrants but non-dilutive funding people want safety.

However - does this announcement mean that they are not sure about raising new money at higher SP?

I agree. The institution obviously saw the results already and approved. If they didn't they would have waited for results and not gambled.
