I think the company is trying to increase the float and improve liquidity, while at the same time, now, trying to minimize the damage to existing retail shareholders.

That's a noble gesture, if that is what we are seeing. For that reason, I increased the amount I am willing to pay to add to my position. So that is my bid on the line at $4.51. I should have joined drifter yesterday at $4.45. LOL!

I don't know who has filed the 15c2-11's for us. I know we have to have at least two market makers to uplist, and it may even be three. But I suspect that the company is working with the market makers to get more shares into the market without us just getting pounded with lower stock prices.
