it's complicated. dtcc clears trades. when a stock is suspended, they issue a "halt services" bulletin. some brokers clear their own trades but others like td rely on dtcc. dtcc is frequently slow to issue a "resume services" bulletin once the suspension is over, and when they do td is frequently slow to update their system. until they do, you can't place orders.
