All SEC Suspensions are for exactly 10 market days. All SEC Suspended stocks are placed on the Grey Market AFTER the 10 day SEC Suspension expires. RCTY was suspended in 2013 so the Suspension ended ~ 7 years ago.

SEC Registered stocks (which RCTY is not registered) remain on the Grey Market until the SEC Admin. Law Judges revoke the company's stock registration(s). The ticker no longer exists upon revocation of the company's stock registration(s).

Companies like RCTY that are not registered with the SEC remain on the Grey Market until FINRA decides to delete the trading ticker/symbol. Some tickers like RCTY can remain on the Grey Market for years.
