I don’t understand why it so difficult for Notis/Shi to file financials even if it’s negative and/or communicate to stockholders.

They have no money to pay for it and no reason to communicate as the stock is worthless. They are unable to milk anymore money from it as the share structure has been blown out to 100 billion +. No point in making the stock look like something when you can't line your pockets anymore.
