Does TSLA produce cars in California? Their Fremont plant used to be owned by GM. Can you produce a purchase agreement?

The previous owner invest $6.3 Million in upgrades to the bottling plant in 2009 according to the city of Ashville, NC web-site. That facility was purchase in December 2018. They are just starting to utilize the facility.
