The state's goal was to open access to the industry to people who didn't have access to vast amounts of capital.

Specifically people in areas/communities that had been overly affected by drug related crime and incarcerations.

At least two of the MSO's (GTI and CRESCO) set up incubators to loan money and train those people to own stores.

Much of this problem rests on the state's shoulders.

1) They didn't issue enough cultivation licenses in the first round.

2) They rolled out "legal rec" in 6 months, legislation to "grand opening". Even GTI couldn't get their 2nd cultivation facility up and running that fast. It should open before year end.
