Injunction = stop all services. Seldom will Judge's impose an injunction. However, there's another form similar to an injunction (someone mentioned that the other day) forget the term that was used but it has a similar effect w/o shutting down the service of the defendants that's of equal effect...an appealed of same would likely be upheld.
Companies drag it out as long as they can, thereby delaying the payment. However, when a Federal Judge makes a ruling that a company has to pay, absent appeals, they pay up. There are no more delays.
