Not a single investor that places a limit Buy or Sell order using retail brokerage firms such as E*TRADE, fidelity, Charles schwab, TD America, etc will be able to route their order through ASCM or CFGN (interactive brokers users can route through OTCX). So, when these MMs show up on the Level 2 montage, what are they doing?

Correct. The bid offer is too wide. If there was a lot of interest the spread would be tighter.
