Well first if what you say they have to be compliant to be trading actively now and off of the Grey Market.
Then we should see a filing or something to do some DD with?

Based on your post it seems SLJB could already be compliant but the OTCPK have not yet updated their status on the website, or that SLJB is in the process of filing to be compliant hence the stock being freely traded. Sounds reasonable enough.
