Is the Canadian league considered major league football, attendance 24,000 average?

Covid may actually help this league gain a foothold depending on the timing of everything. People will be hungry to see sports, ANY sports. This league won't draw huge crowds anyway so the social distancing wouldnt be a factor, could even turn out to be a plus.
