I don't believe an R/S is PR ever will be on the table. D.L. has made that clear for a long time. And yes I agree an R/S at this level of trading only benefits and encourage the company to draw it down again.
Typically, in OTC, what I've seen the most is R/S when shares in issue is in the billions. Typically, companies who have these many shares in issue and not enough revenue coming in, they do not buy back, they R/S. That's just my own observation and opinion.
