There's just no rationale whatsoever for that reasoning. iQSTEL Inc. was able to successfully renegotiate the debt with the lender BECAUSE it became glaringly apparent to the lender that iQSTEL Inc. has a very bright future.

You're reading too much into it. It's a settlement and maybe they don't want stocks. They rather take the money which they may need. Lots of reasons.
