I believe that the FDA has to clear drugs that are imported even in they are allowed. They have to check the shipment. Below is the FDA's very confusing document on the subject.

I can confirm PRED will have test kits made at a site in the USA.

Actually, they’ll be made here at more than one site. And they will continue to have them produced in China.

Is anyone starting to figure out how big the test kits alone are going to be?

Def would be fantastic! i keeping hoping there is so much more going on behind the scenes with PRED and that PRED has been bitten hard by releasing PR's that they may be gun shy and only report out AFTER the fact, no more future looking statements
