Because there was an old rs back from 2018 in a filing and people don't understand that it's old and FINRA obviously didn't approve it back then. It was over 2 years ago and new management and had nothing to do with it. Also it was an equal AS and OS decrease so it is of no value to new management because the same percentage of shares would be available either way.
