There's only ONE way that "RATE OF PAY" makes sense to me.

CLIN 0004 150,000 Minutes Flight Minutes FFP See CLIN Description Section C and Section H, Clause H.1. The Not To Exceed amount is $57,000,000.00. FOB: Destination.

This is what I'm thinking,,,

One thing is pretty clear to me from the outset,,,

$57,000,000.00. million dollars over 5 years will NOT cover the costs of refueling the same aircraft that required $121,000,000.00. million dollar contract won by TMPS last year! That's just a given.

I have to believe this means each awardee will have a "BASELINE CONTRACT" of $57,000,000.00. for 150,000 Minutes

So it appears that 150,000 Minutes = $57,000,000.00.

Both TMPS & Omega will each win a contract & EACH will have a GUARANTEED $57,000,000.00.

Navy wants BOTH providers & the Navy BELIEVES THAT IS THE THRESHOLD that each will need to be successful enough to continue doing business.

Remember last year they gave Omega their final extension for another year @ $97 million & then they turned around & gave us $121 million for 5 years

CLIN 0004 is just a base line contract THAT GUARANTEES each company gets $57,000,000.00. worth of work,,,

But the Navy will require MORE than $114 million worth of refueling during A 5 YEAR PERIOD

That's why BEYOND CLIN 0004 there is CLIN 0009 which has 700,000 minutes that can be (bid on/shared?) used by either or both companies. Also another 850,000 minutes in CLIN 1001

CLIN 0009 705,000 Minutes Flight Minutes FFP CONUS and OCONUS. See CLIN Description Section C and Section H, Clause H.1. Quantity is 705,000 Minutes. Flight Minute Rate at the TASK order level will not exceed contractor proposed Flight Minute Rate at the CONTRAC level for task orders issued during the ordering period. FOB: Destination

CLIN 1001 855,000 Minutes OPTION Flight Minutes FFP CONUS and OCONUS. See CLIN Description Section C and Section H, Clause H.1. Quantity is 855,000 Minutes. Flight Minute Rate at the TASK order level will not exceed contractor proposed Flight Minute Rate at the CONTRAC level for task orders issued during the ordering period. FOB: Destination

The wording is critical here. "Flight Minute Rate at the TASK order level will not exceed contractor proposed Flight Minute Rate at the CONTRACT level for TASK orders issued during the ordering period."

To me that's saying that the RATE of pay for FLIGHT MINUTES for these "TASKS" (which will be beyond the baseline contract of 150,000 minutes) won't exceed the Flight Minute Rate of pay at the "CONTRACT" level.

The Flight Minute Rate of pay at the "CONTRACT" level appears to be $57,000,000.00. for each 150,000 minutes.

OR,,, $57,000,000.00. divided by 150,000 minutes which comes out to $380.00 a minute.

I believe these (additional) "TASKS" will have to be bid on by the contract award winners. Or possibly the Navy just assigns "TASKS" to each as it sees fit but I'm betting on competition & bidding on additional "TASKS". Helps keep the costs down.

In any event it's pretty obvious to me that there's a lot more than $57,000,000.00. at stake here.

If anyone wants to chime in & provide their educated guess or definitive, authoritative opinion it would be VERY WELCOME!
