Isn’t that life in general... there’s always more then one “right” answer.

In this case, after reading and using logic. Visibly wet for 10 minutes is an improbable need as I doubt hospitals and cleaning crew can abide by these restrictions and I highly doubt we as citizens have ever let our products sit wet on our counter for 10 minutes, it always dries within 2 minutes.

Knowing that most of us and probably cleaning crews do not leave said product visibly wet for 10 minutes and no massive viral or bacteria outbreaks have occurred, nor do we all die from salmonella at home. Its safe to say its contact time and not wet time.
