It is public, no private anyone can buy or sell stock at any price at any time. Think if the rule was broken on puts or calls which it isn't as only price determines so. Stock has not moved.

No as no trade was enacted, no contract to sell has been raised. To be fair the other guy said he wanted to buy this shell. I said it was not a shell and expensive to buy it that way. As a legal representative I can make inquiries. No quotation on price has been given.
