Can ANYONE explain how they would reconcile these conflicting statements?

From Today's News Release:

June 25, 2020

The Company currently has an approximate cash balance of CDN $7.5M. The Company believes the funds on hand will be sufficient to cover the costs of the company’s Phase 2 IPF and chronic cough study, the cost of supporting the investigator-led Phase 2 COVID study in South Korea and the multinational Phase 2b/3 COVID study, to their full conclusion, including all general operating expenses.

From The Short Form Prospectus:

June 11, 2020 Since the multinational COVID-19 NP-120 trial is designated as Phase 2b/3, if the interim data is positive, the study will transition into a phase 3 trial. The size of the Phase 3 trial will be dependent on the data generated from the Phase 2b portion. The costs to upsize the trial for the Phase 3 part of the trial is estimated to be between an additional $10 million to $20 million depending on the number of patients required. The Company anticipates that it will seek funding for the Phase 3 study from a number of sources, including non-dilutive grants and/or equity financings.

That's not made up BS. That's in black and white.

Now let me speculate here. Either the CEO is talking out of both sides of his mouth (been there, done that), with a news release that arguably is very misleading, or something dramatic has changed in their calculations over the past 2 weeks to conclude they don't need an additional $10 to $20 million CAD to complete the 2b/3 clinical trial.

So lets go back to ALL the posts here over the past two weeks.

You know the one's that were being tarred and feathered?

But whatever.

Now honestly ask yourself this question:

If you found out you we're about to get steamrolled again with another massive dilution play to get through a clinical trial that did not require such massive dilution - would you be pissed?

Or

Would you fall into the PASSIVE category of always talking about be "patient" while you're getting fleeced?

IF it's true that an additional 10 to 20 MILLION DOLLARS is not needed to complete a 2b/3 clinical trial -
