having the special meeting before July 21st puts the RS in low possibility

--getting the ballot out and account for result will take 45 days...30 days is cutting it close

now to July 21st is about 3 weeks...

--Special Meeting--- They do not need a special meeting to tell us about RS v3.0. get a PR out and set a voting date...

also, they DO NOT need a special meeting for us to approve the increase of OS. BODs can do that in a heart beat.
