Silverbars, that's a good point. IMO the big if comes from the fact that both Pulacayo tailings and Cerro Rico hard rock are owned by COMIBOL. The big silver mining companies such as Couer d'Alene own their ore and are paying royalties. Could make FMNJ subject to onerous payments. But then, there I go speculating.
