...how do you know it hasn't been discussed or even offered by Philanthropists and other private parties the $4M for first human trial?...and how do you know LEO is not, right now, negotiating with FEDS on "how much" is enough? (Much more than $4M?)

If its logical...I would say there is a great deal of certainty it is likely happening. Of course...IMO :-)
