it is different. Fannie was listed and then put into C-ship. This time, we are talking about uplisting a company already in C-ship.

I don't think Fannie is able to issue any new common shares in C-ship. Nobody will invest. They will need to release Fannie before any new placing. Or, at least need to commit a concrete plan to release Fannie at the same time. IMO.
