Probably was decided by Goldman and all their inside gov't stooges it would be best if they didn't sign anything related to this because they would make more playing this GSE saga on the side with no legal doc's signed saying they have to the right way by the companies.
GS probably was the biggest player in the naked shorting and pillaging of the GSEs and might get caught if they signed up to help.
