I think this is what the government wants:

They want an IPO of 100 Trillion, with 200 percent of profits paid to the US Treasury, by investors. Then, they want investors to have to pay taxes on the gains that were paid to the treasury.

They want full control of the company, no risks, and investors responsible to pay the full 200 percent of profits, per year, compounded at 20 percent interest.

This is similar to the net worth swipe. The government takes all the profits, shareholders bear the risks.
