Why did PCT charge $99 for 5 gals or $20/gal when someone else paid only $17.50/gal??

I talked to Carol also ( Nice lady BTW) received 5 gallons for 99$

Seems Carol liked the other purchaser better.

What Carol thinks determines what PCT charges per gal - Brilliant!!
