No PR yet on offering yet. Looks like another flop. They've been peddling this offering for almost 7 months now. Why expect it to close by month end? Either the buyers were lined up at the discounted $0.027 or they aren't. After all this lost time, I don't understand why company doesn't forget this big offering for now (which won't be the final dilution to get to the big time anyway) and dilute in drips atm as needed just to stay alive for now.
