The language in the 10k was for events happening in May, that was the new CEO.

The new CEO just voted to raise the A/S to 4B shares and will issue shares as soon as it happens.

Why raise it to 4B if you don't intend to need that many shares, couldn't he have voted to raise it to 800M, 1B, 2B why 4B?
