100% correct. Boutique brokers in the 1970s could not touch anything not traded on the NASD. Just about No institution can. I am guessing that some hedge funds have the ability. They are gun fighter types.

In order for a full service broker to take the order you need to sign that it is unsolicited. No full service broker can solicit an order.
