"% out" refers to the % of outstanding shares held by the particular entity on a given date, IMO.

But isn't this what I said (parenthesis added for emphasis)?

The "% out" label/data was taken right out of yahoos holders tab. I believe it is the percentage of ATNM stock (i.e. outstanding shares) owned by the institution.
