KAM, let's have an open discussion.
1) It looks like BLDV has some potential here. Certainly a lot more than they have had previously. Granted, 4M over a multi-year contract is not earth-shattering but it's a start and if they can follow up with another contract they may prove themselves to be a player in the industry.
2) If you are correct (and you have been on a lot of things related to this ticker) and the huge number of outstanding shares is the real problem and one that could potentially hold this thing back from ever making a real run, how would you propose they fix it? Is a RS the only option?
