Globie and bio traced all those puzzle pieces back to Fargo and found the culprit.

It was Keyser Soza. (i just knew it all along).

Of course, outraged and being in Fargo they stuck him in a wood chipper and now all evidence is destroyed.

Maybe that's why Globie/bio uses the phrase 'puzzle pieces?' idk.
