Actually, while idle you will find that ALL of the transistors in the chip leak and dissipate power (it's not just a cache thingie). How much depends primarily on the voltage. More transistors, more power, but you can mitigate this with a lower voltage, or less leaky process. Sleep states are also helpful, since they turn off the clocks, gate entire areas of the chip, and lower the voltage substantially.
