I believe it has been in OTC's hands for a while and they are playing catch up.

Company uploads the documents to OTCM and they post immediately. OTCM does not review them for accuracy or if they are legitimate. If the basic guidelines for an OTCM tier are met that is all OTCM cares about. That is how scams like this can exist as a publicly traded company.
