Yes. When 20-30 $ is the fair value.
Lets assume that Fannies common fair value is 100 $ per common share without c-ship.

Then 20-30 $ would be a fair value...when they offer 3 Bill new shares.

But, dont forget warrants, scotus and that stuff...
